Bug Description
The Region & Language GUI indicates that you can switch to any display language, but if you select a language which is not already installed, it fails.
The GUI seems to be the GNOME one, so it may be worth mentioning that there is an Ubuntu specific patch in gnome-control-

which version of Ubuntu Budgie/budgie-remix are you using?
If you run gnome-control- center from a command line and then use the GUI are there any messages reported in the terminal?
