Bug Description
After closing and reopening epiphany (3.8.10) the tabs remain but their history is lost. For example if I had navigated through a webpage or linked from one then closed the browser, upon reopening I cannot click back to go to the previous page.
Checking in the history the pages are there, they just can't be navigated to via the back button. This does not affect newly opened tabs until the browser is again closed.

This is still present in 3.18.11
