Add get_org_unit_ancestor_at_depth to action trigger reactor helpers

It can be useful when outputting A/T templates to include OU ancestor information (at the system level, say) for further grouping outside of the A/T system, such as when transforming XML with xsltproc. I'd like to add a simple function to the list of helpers available to templates when being reacted by action_trigger_runner.pl.
