upon login, shows corrupt graphics buffer until unity done loading

Bug Description
when i login, the graphics appear to change modes to a higher resolution; the login screen becomes smaller and random images and noise show on the right and bottom few inches of the screen. when the desktop is done loading, the graphics work fine.
i would expect to see a beautiful transition upon logging in. the garbage displayed make the OS look bad and can also reveal portions of previously running programs, which is bad for security.
i am using an nvidia hybrid graphics card with the proprietary driver.

using nvidia binary 370.28 driver, but i've been seeing this for years with ubuntu on different computers.
