[centos7] python-setuptools package is outdated

Bug Description

Current version of python-setuptools (v17.1.1)[1] in centos repository for MOS 10 cannot correct parse string like [2].It raises error :

error in setup command: 'install_requires' must be a string or list of strings containing valid project/version requirement specifiers; Expected ',' or end-of-list in futures>=3.0;python_version=='2.7' or python_version=='2.6' # BSD at ;python_version=='2.7' or python_version=='2.6' # BSD
