Bug Description
Cellular data doesn't turn on if it is turned off on boot. Example: Cellular data is off when phone is shut down. Turn on, boot. Cellular data is off.
Turn data on, button changes to green. But no icon for data connection, no data transmission.

Workaround: Leave cellular data on, restart. Works.
