devstack does not tail_log correct log files

Recently we made httpd+wsgi the default with devstack and spilt the access logs. However, we don't seem to tail the correct log files.

Seen the below error when starting devstack.

tail: cannot open '/var/log/httpd/heat-api.log' for reading: No such file or directory
tail: no files remaining

    default and split the access logs. However, we don't seem
