Behat tests for notes blocks should be in the blocktype folder

Behat tests for adding a note block are in the collections folder instead of the blocktype folder. They should be moved.

Bug#1661465 moving behat tests to blocktype folder

Two tests for adding a note to a page and one test
for creating a page and adding content were in the
collections folder when it makes more sense for them to
be in the blocktype folder.
