Bug Description

Ironic is not a commonly deployed service in devstack; as such, we'll disable it in devstack by default, requiring explicit enabled in the searchlight config file. It will still be registered by setup.cfg.

    Disable ironic plugin by default in devstack

    Since ironic is not typically deployed in devstack (at least by default)
    disable it in the default searchlight config as we have with swift and
    designate.
