Empty white box in Network Topology when there's nothing to show

How to reproduce:

1. Access to a clean installion of OpenStack or Project with no networks, routers, etc.
2. Go to Project->Network->Network Topology
3. You're taken to the first tab "Topology", click on "Graph" tab.
4. See that an empty white box is shown, this in both tabs.

Expected result:
You should read a message explaning there are no networks, routers or anything else to show here.

Actual result:
An empty white box. No clear indication that there's nothing to show. Example: http://pasteboard.co/tzRJkUxqE.png

Note: HTML is there but a css property is hiding the div with its message.

    Correctly show no data message in Network Topology

    Unhid the message on the div so that if there are no networks,
    routers, or connected instances it says this instead of a blank
    white box

This issue was fixed in the openstack/horizon 13.0.0.0b3 development milestone.
