Review campaigns in regard of needed barracks

Bug Description

As Tinker mentioned in the forum https://wl.widelands.org/forum/post/19578/, there can be troubles if a scenario doesn’t know about the barracks buildings. As they are implemented now, we have to have a look at all the campaigns (and maybe other scenarios and the tutorials), that they still work or rework them that they work again.

I haven't played through the whole tutorials/campaigns, but the stories have already been updated to respect the barracks. That is, you are permitted/ordered to build them when e.g. the objective is to train soldiers.

There haven't been a change to the campaign-AIs. But I don't recall a mission where the AI is really doing something beside sitting there and waiting to be defeated, so it should be alright.

So while it might already be fixed, someone should confirm it by playing the tutorials/campaigns completely.

The Atlantean scenario could still use instructions for a barracks. When obj_make_heavy_industry_and_mining is completed, I'd say.
