I haven't played through the whole tutorials/ campaigns, but the stories have already been updated to respect the barracks. That is, you are permitted/ordered to build them when e.g. the objective is to train soldiers.
There haven't been a change to the campaign-AIs. But I don't recall a mission where the AI is really doing something beside sitting there and waiting to be defeated, so it should be alright.
So while it might already be fixed, someone should confirm it by playing the tutorials/campaigns completely.
