[RFE] Create a role that installs packages, which were built by DLRN in build-test-packages role

Bug Description

When we run build-test-packages role, we have an archive in the end with created repository, which contains all built RPMs. In virtual environment we usually ran this in separate call and then were injecting this repo into images, building undercloud image and all this in libvirt/setup role.
But it's not the case in upstream. We should have possibility to install built packages with the role, without running quickstart again and both on live host and images.

The role shall get as input the path to built repo (tar.gz file).
The role shall have parameters to install it on the live host and/or inject it to given image. Image injecting shall be done by including modify-image role.
The role shall have bash templates to install repository and log files of these installations.

This patch calls install-built-repo role on OVB:

Internal test runs show this role to be working.
