Feature Request: Be able to retrigger update_excuses.html builds

Bug Description

A it stands now, I as an unity8 developer/lander can create a ticket in bileto to land unity8 and if all is good, it will land into the distribution.

But if unfortunately if on autopkgtest one of our flacky tests happens we are "stuck" into http://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html

In that page there is a retry button that links to https://autopkgtest.ubuntu.com/request.cgi?release=zesty&arch=i386&package=unity8&trigger=unity8%2F8.15%2B17.04.20170131.1-0ubuntu1 for example but I can't click on that link.

It would be great if somehow we could retrigger that through bileto.

Yeah the problem with this is that the autopkgtest infrastructure has limited resources, so it was decided specifically not to let anybody just hammer it with retries. You don't have permission to click retry specifically because it's desired for retries to go through a core dev so that they can notice when the infra is overloaded and nack your retry request.

If more hardware is added we can revisit this but for now it's unfortunately not possible.
