Remove NeutronSupportedPCIVendorDevs parameter

supported_pci_vendor_devs parameter has been removed from neutron SR-IOV configuration on https://github.com/openstack/neutron/commit/e8fd2505e29eb620e102d73af71a25d2162604ce. It has been removed in Ocata.

Remove the corresponding tripleo parameter reference.

    Remove unused SR-IOV parameter NeutronSupportedPCIVendorDevs

    This parameter has been removed in neutron from the sriov conf
    file, in Ocata. Removing the parameter from tripleo.
