Mate-panel (top only) will no resize below 24 pixels 17.04

Bug Description

The top panel will not resize below 24 pixels even though panel properties will show a resize down to 17 pixels. However the bottom panel will work as expected and resize down to 17 pix.

Confirmed in a VM and find removing the MENU does the trick, so it's somehow responsible.
