Bug Description
In OIL, we use ~30 different user accounts for automation purposes - each one has a different role and set of machines.
We have credentials setup for all of those users and we'd like to be able to automate the import of our ssh keys and ssl keys for those users. We can't easily do that, because the API only lets you add ssh and ssl keys for the current user.
Admins should be able to administer ssh/ssl keys for any user, not just their own account.
