[puppet4] [noop] cannot load such file -- puppetx/l23network

Noop tests fil with next errors:

Puppet::Error:
       Could not autoload puppet/parser/functions/get_network_role_property: cannot load such file -- puppetx/l23network

Steps to reproduce:

1) Export environment variable PUPPET_GEM_VERSION = 4.5.2

2) ./tests/noop/setup_and_diagnostics.sh

3) ./tests/noop/noop_tests.sh -g -b

4) Run some spec test for example:

./tests/noop/noop_tests.sh -b -y neut_tun.ceph.murano.sahara.ceil-primary-controller.yaml -s openstack-network/common-config

Expected result: test passes successfully

Actual result: test fails with error:

       Could not autoload puppet/parser/functions/prepare_network_config: cannot load such file -- puppetx/l23network
