Bug Description
When you move a second monitor above of the origional one, the settings app fails to save the display state.

This makes a lot of monitor configurations impossible.

I think that I should be more clear.
The problem is that when I move my second monitor (the red monitor in the video) above the blue monitor, I get a lot of errors.
