Environment Configuration - Include parameters defined in environment parameters section

Parameters listed in 'parameters' section of environment file are expected to be included in list of parameters in Environment Configuration in TripleO UI. Currently, only parameters defined in resources referenced from the environment file are listed.

    Include parameters section in env config

    When getting the list of environment parameters, include also
    parameters from 'parameters' section of the environment
