Bug Description

I went to All Settings > Language Support. I just installed a new keyboard (my current one is English US International) and installed Russian. The system asked me to update the Language Support. In the middle of that process the problem occurred.

You are correct, it is a fresh install. I installed Ubuntu 16.04.1 15 minutes ago.
