Nova CC sends None for the IP of console proxy urls

In a multi-network environment both for console-access-protocol spice and vnc we see proxy base urls with None for the IPs of the nova cc unit on the nova-compute nodes in /etc/nova.conf.

In a test on serverstack this problem does not exist. We need to test in mulit-network env with Juju 2.x and network spaces in play.

I have tested with network spaces and I am not seeing None in the configuration. Could you please paste the bundle being used for the deploy as I'm suspicious that a binding or two might be missing.
