we have an incomplete implementation of agent extension to report midonet agents.
it should be completed or abandoned.

    Remove the functionality to report MidoNet agents for agent extension

    It's incomplete and there seems to be no demands in
    the foreseeable future.

    Note: the topology api client is now unused but I didn't removed
    it in this patch. It might or might not be removed later.
