Update to picocom to new upstream version 2.2

It would be nice to have an updated version of the picocom package based on upstream. The latest upstream release is 2.2 from October 2016. The current Debian package is is picocom 1.7 from February 2012. If you are no longer interested in maintaining this package, I would be happy to help out.

Also, the homepage for picocom is no longer at Google Code as linked on the Debian package page, it is on Github:

As mentioned in the Debian report, picocom 2.2-2 has been packaged and is now available in Ubuntu Artful.

If you need a newer package version in previous versions of Ubuntu, please follow the instructions for "Requesting a Backport" at https://wiki.ubuntu.com/UbuntuBackports#Requesting_a_Backport.
