Cryptic error when uploading templates to a non-existent tenant

Bug Description

When you try to upload a set of templates via the GUI, and your tenant configuration is incorrect (ie the tenant ID is set to the wrong value), then you will receive an unrelated error. The error says that your templates are missing a capabilities-map.yaml file. Once your configuration is fixed, the templates are uploaded without issues.
