[Plugin-ci] publishes CR rpm to snapshots

During new version release of Ldap plugin - https://review.openstack.org/424007
version was changed to 3.0.1. But some of patch sets had version 3.1.0. And as result we get such state of the Package repository:

However only 3.0.1 version was merged into GIT repository.

This means that Plugin-CI publishes in-review versions of plugins to snapshots repository, I would expect that it publishes only rpms which passed review and merge process to http://packages.fuel-infra.org/plugins/snapshots/. Because these snapshots are used for daily testing on product-ci.
