Unable to drag and drop images in 0.92

Bug Description

Nothing happens when attempting to drag and drop jpeg, png or svg images from desktop/window explorer into Inkscape 0.92.
Tested on windows 7 Pro (64 bit) and windows 8 (64 bit) using Inkscape 0.92.0 r15299.

File -> Import still works but makes things a bit more challenging for some (for instance I teach elementary school kids Inkscape).

Not reproduced on Windows 10 x64 with Inkscape 0.92.0 r15299 (both 32/64 bit)

Could you run "inkscape.com" (it's located in Inkscape's installation direcory) from commandline, try to import an image, and see if any error is logged?

I think I might have figured this one out:
If Inkscape is launched elevated (i.e. with administrative rights) drag and drop (as well as copy and paste) functionality will be broken. This is a limitation of the Windows OS for security reasons, so nothing we can easily change.

As a matter of fact the NSIS (.exe) installer launches the Inkscape process elevated (bug #1712365), so this seems to be the likely cause of the initial report and the reason why it could not be reproduced later.

@Olena: Does this issue persist for you if you restart Inkscape?
