Modify novaclient object creation to fix functional tests

Bug Description

In the novclient==7.0.0, all the parameters are named parameters, but in functional tests we are creating the object of novaclient by passing parameters as positional parameters giving rise to mismatch of parameters which yields authentication failure in failing of FTs in gate jobs
