Bug Description

Heat command fails in the SSL enabled cluster, where the provision fails to configure the heat.conf with insecure options..

openstack-config --set /etc/heat/heat.conf keystone_authtoken insecure True
openstack-config --set /etc/heat/heat.conf clients_keystone insecure True
openstack-config --set /etc/heat/heat.conf clients_neutron insecure True
openstack-config --set /etc/heat/heat.conf clients_contrail use_ssl True
