[9.x swarm] Add packages "linux-headers-generic-lts-xenial" and " linux-image-generic-lts-xenial" in fuel-mirror package list

Detailed bug description:
The issue was found by https://product-ci.infra.mirantis.net/job/9.x.system_test.ubuntu.multirole/183/testReport/(root)/deploy_multiple_services_local_mirror/deploy_multiple_services_local_mirror/

The build bootstrap image fails due to "Unable to locate package linux-headers-generic-lts-xenial\nE: Unable to locate package linux-image-generic-lts-xenial\n'"

A new kernel is required for some nfv features which are available in 9.2

Workaround:
add these packages in /usr/share/fuel-mirror/ubuntu.yaml by test

Actually fuel-mirror already contains these packages. If you use "mos-playbooks" in the update procedure there is a problem in a playbook itself https://github.com/aepifanov/mos_mu/blob/9.2/playbooks/templates/ubuntu.yaml, we'll fix it soon.
