no armhf agent

I cannot add an armhf machine as the agent tools only exist for arm64

Please clarify which version of Juju you are using...
Also, it would be helpful to know what command you are running, including flags, constraints, etc.

Hi, my client and controller are running on amd64 machines. I do manual provisioning and try to add an armhf machine.
Command used to bootstrap:
juju bootstrap manual/ubuntu@10.0.0.87 mycloud
ubuntu@test1:~$ juju --version
2.0.2-xenial-amd64
ubuntu@test1:~$ juju add-machine ssh:ubuntu@192.168.0.38 --constraints arch=armhf --debug
Resulting with the error described.
When looking at stream repository https://streams.canonical.com/juju/tools/agent/ i cannot find any armhf package for 2.0.2.

Juju 2 does not support 32 bit archs. User can attempt to build 32-but versions, but I believe that some of the dependencies are 64 bit only.
