    lbaasv2: Use the rest api for member status retrieval

    Instead of the topology api. After the recent MidoNet
    changes [1], member status is not available via the
    topology api. Instead, it's available via the Rest API. [2]

    Also, stop importing topology api modules to avoid import
    errors caused by protobuf version incompatibilites.

    Also, temporarily disable a few L3 unrelated unit tests to
    pass the gate.
