Bug Description

The health policy may carry a list of action definitions. Each and every action defined should be applicable to the target cluster. At least this should be checked. E.g. REBUILD is not applicable to heat stack.

    Perform action check when attach health policy

    This adds a check if the action listed in the recovery section is
    actually applicable to the target cluster.
