Docs: Description for Auto-Override Permitted Hold Blocks LSE needs to be swapped with Notes

In the Library Settings Editor overview at http://docs.evergreen-ils.org/2.11/_settings_overview.html, the description for the Auto-Override Permitted Hold Blocks (Patrons) setting has a description that says "This will allow patrons with the permission "HOLD_ITEM_CHECKED_OUT.override" to automatically override permitted holds."

However, the stock description for this setting is actually "When a patron places a hold in the OPAC that fails, and the patron has the permission to override the failed hold, this automatically overrides the failed hold rather than requiring the patron to manually override the hold. Default is False." which is what is listed in the Note field for the documentation.

My initial read of this documentation confused me because it led me to believe this setting would only work for the HOLD_ITEM_CHECKED_OUT override when it will actually work for any hold override permission the user has.

The description field should be updated with what is in the Notes field. The default behavior should remain in Note field, following precedent of what was done with other settings.
