Job old.fuellib_review_syntax_check continuously fails

Detailed bug description:
 old.fuellib_review_syntax_check job continuously fails with an error:

Could not find proper version of puppet (3.8.7) in any of the sources
Run `bundle install` to install missing gems.
FAILED checking ./manifests/init.pp, return code was 7

Steps to reproduce:
 Run old.fuellib_review_syntax_check job here: https://ci.fuel-infra.org/job/old.fuellib_review_syntax_check/

Expected results:
 old.fuellib_review_syntax_check job should pass.
Actual result:
 old.fuellib_review_syntax_check job fails.
Reproducibility:
 Always
Workaround:
 No.
Impact:
 This issue prevents us from merging https://review.openstack.org/#/c/422768/

@Kirill, please pay attention that issue was reproduced only on ci-slave44.fuel-infra.org. So something was wrong only on that node.

@Sergii, Yes, I checked manually it on ci-slave44 and inside docker environment.
And I didn't get any errors for this branch.
