Bug Description
Inspecting the logs i found that the magnum-conductor is throwing

Further inspection of the database show that the host was missing from the magnum_service table.

This is not a problem as long as there is ONLY one conductor. Deploying multiple conductors will lead to this bug.
Adding the host to the [DEFAULT] section of the magnum.conf solved the problem.
The magnum.conf template needs to be updated.
