The Standing Penalties docs currently state:
CIRC - Users cannot check out items
But that only seems to be true for Pre 2.3 systems. After 2.3 a new FULFILL block was added that handles checkouts that fulfill a hold request.
It isn't clear in the docs that CIRC block does not also apply to checking out items that fulfill a hold.
It may be implied in a way, but I don't think it is obvious.
I think we are far enough away from the 2.3 release so that it doesn't need to be called out in the docs.
I found this comment about the FULFILL Block

I'm also wondering if the default staff blocks should be updated to include FULFILL wherever CIRC also exists. STAFF_C, STAFF_CH, STAFF_CR, STAFF_CHR etc. If not for existing systems then at least for new installs. I'll open a new bug for that.
