fuellib_noop_tests for https://review.openstack.org/#/c/422086/ can't finished in time.

Test was successful after ad-hook changing of timeout to 120 minutes. It can bee considered to increase it permanently.

I'm moving this to Fuel QA and raising Importance to High, since 8.0 patches are blocked sometimes by this issue. Fuel QA please assist here and give your permission to raise the timeout for the Infra team.
