Bug Description
We have got the problem with systemd-shim in 9.2 release. Fix was pretty simple - to add needed package to fixtures of provisioned image. But upgrade procedure does not consider that and as a result we have problems after upgrade.
Where: after upgrade from 9.0 to 9.2
How to reproduce:
1. Install 9.0
2. Upgrade to 9.2
3. Check that systemd-shim related data was not shipped to nailgun and provision images for existed clusters also weren't rebuilt.
How to fix:
1. Add to upgrade scripts process to sync nailgun fixtures properly after upgrade and rebuild provision image.

It's ok to just remove old image instead or rebuild. And the new image will be built during the next deployment.
