This issue was reported before, and fixed in 1.0.24-12 [1]
But it appears to happen again with 1.0.25+
$ sudo apt-get install libsane-dev libsane-dev:i386

It's not appearing "again" as 1.0.25+ git20150528- 1ubuntu2 is not a successor to 1.0.24-12 as far as I know. This issue should be fixed once bug 1662811 is closed.
