Fuel UI loses authorisation token on page refresh

Bug Description

Fuel UI stops functioning after some time.

How to reproduce:

1. Install Fuel 9.0 from ISO
2. Create an env (no need to deploy)
3. Come back to the UI in a few hours and try to open env page - UI will not work anymore due to javascript errors

Use Keystone V3 API

    This commit introduces support of V3 API and also removes token
    regeneration every 1 hour which is totally unnecessary. Also,
    token is now only stored in User model and passed to the
    Keystone client via arguments, so there is no more two sources
    of truth. User id and roles are also stored in User model now.
