[devops] Fuel-Devops version should be updated from 2.9.11 to newer release in Docs

We recommend 2.9.11 and newer, however most will follow the guide and copy/paste, which means they will end up with 2.9.11 which has bugs.

The latest stable release should be recommended, if possible.

Section to update:

5. Activate virtualenv and install devops package using PyPI. In order to indentify the latest available versions you would like to install, visit fuel-devops repo. For Fuel 6.0 and earlier, take the latest fuel-devops 2.5.x (e.g. fuel-devops.git@2.5.6). For Fuel 6.1 and later, use 2.9.x or newer (e.g. fuel-devops.git@2.9.11):

. fuel-devops-venv/bin/activate
pip install git+https://github.com/openstack/fuel-devops.git@2.9.11 --upgrade

We should update the pip install to a newer version that is stable, with more recent bug fixes.
