RFE: add version to values in etcd

Bug Description

To ensure that we can identify versions of data (allowing us to move between v1 and v2 when changing format in etcd), add a version: key with a numeric value 1 to all data structures we store in etcd, and check that that value is 1 when decoding an etcd key.

Pref for 17.01, but if required the absence of this data can be considered 'v0' as long as it's added before any backward incompatible format change.

We still haven't moved off of 'v0' in three years, so this has still not needed a change so far.
