DPDK is not working when SR-IOV enabled

Description of problem:
If enabled DPDK and SR-IOV for 2 different interfaces of one HW node, DPDK service can't start properly and deployment fails.

@Igor, could you attach version of release and diagnostic snapshot?

Due to this fix https://bugs.launchpad.net/fuel/+bug/1583077 we're using vfio-pci driver is used, but it's not compatible with dpdk init script, which is leading to deployment failure.

Back to incomplete: looks like this problem works only if SR-IOV is not properly configured.

Issue with DPDK and SR-IOV is gone after adding of 9.2 proposed package repository.

After enabling additional proposed package repository deployment passed successfully.
