Paste path effect doesn't work on 0.92

Operating systems :
Linux MANJARO 16.10.3 64-bit (kernel 4.4.39-1-)
Linux Kubuntu 16.10 64-bit (kernel 4.8.0-32)

Inkscape :
working : 0.91 (from Package manager)
not working : 0.92 (snap package)

Steps to reproduce the issue :

- Add an object (i.e. ellipse)
- Add a path effect (i.e. Gears)
- Edit > copy
- Add another object
- Path > Paste Path Effect

Works on 0.91 but not on 0.92.

Based on tests with archived builds (on OS X 10.7.5):
- not reproduced with Inkscape 0.91 r13725
- not reproduced with lp:inkscape/0.92.x <= rev 15151,
- reproduced with lp:inkscape/0.92.x >= 15152,
- reproduced with Inkscape 0.92.0 r15299,
- reproduced with lp:inkscape/0.92.x rev 15315;
the lack of clipboard support to paste a path effect seems to have been exposed with the changes in r15152:

Reproduced with lp:inkscape rev 15392, 15407 on Ubuntu 14.04.5 LTS.

Also reproduced on Xubuntu 16.04, lp:inkscape/0.92.x rev. 15315.

Not sure it's directly related, but the console show the following message when copying the object with the path effect:

 WARNING **: Unknown LPE type specified, LPE stack effectively disabled
