Below is the error log which I am getting for ceilometer-upgrade command

I am using gnocchi as backend for ceilometer.

$ ceilometer-upgrade --skip-

It seems Ceilometer is unable to authenticate against Gnocchi, so it's likely a configuration issue. Feel free to request for help on IRC or on a mailing list.
