Bug Description
I had a completely fresh machine and followed the instructions for deployment as they exist on docs.oo to test the build. kolla-build fails with a complaint about oslo.i18n (iirc). oslo.config was in the call path. I did a pip install of something (I think oslo.config) and that seemed to resolve the problem - which tells me the requirements file for newton is wrong. I could be wrong and this bug needs verification. It looks like Kolla 3.0.2 is DOA.
