Bug Description
vRouter Agent sends ARP probes to a backup instance (when in an active-backup configuration). Currently, ten probes are sent and if there is no response, agent then relies on gratuitous ARP or traffic coming from the instance to identify switch over from backup to active. Instead, we can continuously send ARP probes at regular interval as long as the VM is in backup state.
