Removing default keyboard layout crashes desktop and results in failure to initialise desktop after login

Bug Description

The Budgie desktop crashes if the default keyboard layout (for me, English (US) or the "us" layout in xkbmap) is deselected on a 17.04.20170108 development branch system.

This problem is known upstream and should be linked as such.
