Can't start mysql

When I run mysql_upgrade I get this error:
mysql_upgrade: [ERROR] unknown variable 'database=mysql'

mysql-server version 5.7.16-0ubuntu0.16.04.1

Description: Ubuntu 16.04.1 LTS
Release: 16.04

I have this variable in my /root/.my.cnf file.

I purge all mysql packages and deleted /var/lib/mysql* and then reinstall.
Works now.

Between the upgrade from 5.6 to 5.7 there may have been configuration variables that changed names or options. However, since there isn't enough information in your report to differentiate between a local configuration problem and a bug in Ubuntu, I'm marking this bug as Incomplete.
