Scroll wheel doesn't work for adjusting font size in 0.92

The entry field for the font size doesn't allow to change the font size by using the scroll wheel when hovering over the field. This was possible in previous versions, and a very useful feature.

Based on tests with archived builds (on OS X 10.7.5):
- not reproduced with Inkscape 0.91 r13725,
- not reproduced with lp:inkscape rev <= 13638,
- reproduced with lp:inkscape rev >= 13646,
the issue was likely exposed with the merge of the experimental branch into trunk in r13641 (the stable release branch for 0.91.x had been forked much earlier and is not affected):

AFAICT the change which exposed the reported UI regression happened in the experimental branch <lp:inkscape/experimental> - unfortunately I did not keep archived builds of that branch at the time.

Also reproduced on Xubuntu 16.04, lp:inkscape/0.92.x rev. 15315.

With 0.91, when selecting a value in the font size widget, the widget always shows exactly the selected value.
Now with 0.92, Inkscape tends to show a value with decimals, which prevent the scroll wheel from working.
On my Xubuntu 16.04 computer, the widget only shows rounded values if you select a very big size (72 or 144), and in that case, the scroll wheel works as expected (until you reach 64...).

Note that if you enter a value that is not in the list (with round values like 7 or 15, or decimal values), the application has exactly the same behavior, even with 0.91.

So the issue is not necessary in the widget itself, but could also stem from the font size calculation.

Font size calculation has indeed some problems in 0.92.1. What could be root cause?
